Florida Cannabis Testing Overview

COA Requirement:

Required.
A Certificate of Analysis (COA) must be issued by a Certified Marijuana Testing Laboratory (CMTL) showing that test results are within acceptable limits before a Medical Marijuana Treatment Center (MMTC) may dispense any final product.

Cannabinoid Testing Requirements:

Required. Labs must test for:


  • Total Active THC (Δ⁹-THC + THCA × 0.877)


  • Total Active CBD (CBD + CBDA × 0.877)


  • Cannabinoid profile must include:
    • Δ⁹-THC
    • Δ⁸-THC
    • THCA
    • THCV
    • CBD
    • CBDA
    • CBDV
    • CBG
    • CBGA
    • CBN
    • CBC

Terpene Testing Requirements:

Not required.
No mention of terpene testing is made in the rule, and it is not listed in required COA components.

Contaminants Tested For:

Required categories include:


  • Pesticides (Agricultural Agents): 67 compounds with strict ppb limits


  • Heavy Metals: Lead, arsenic, cadmium, mercury


  • Microbes: Including Salmonella, E. coli, four species of Aspergillus,      S. aureus, total aerobic bacteria, yeast and mold


  • Mycotoxins: Aflatoxins B1, B2, G1, G2, and Ochratoxin A


  • Filth and Foreign Materials: e.g., insects, hairs, mold, feces


  • Total Contaminant Load: Limited to 5 ppm for inhalable, 30 ppm for other products

Contaminants Not Required (But of Concern):

Florida is one of the most comprehensive states in contaminant testing. However, a few microbials are not required by name:


  • Listeria monocytogenes
  • Shigella spp.
  • Clostridium botulinum


(While Florida tests for Salmonella, Aspergillus, E. coli, and Staph, it does not mention the above.)

Risk Level:

Low Concern: Extensive and detailed testing is required across all major contaminant categories, including a large number of banned pesticides.

Moisture and Water Activity:

Required.

  • Water Activity (aw):
    • ≤0.65 for whole flower
  • Moisture Content:
    • Flower must be <15% moisture content by weight
